the Consulate for expenses incurred in the Hospital on her behalf subsequent to that

Under these circumstances,
a letter, copy of which is
enclosed, was
sent by my
direction
addressed to Mr Grote, explaining
that the Asylum is not intended
as a
permanent residence for
lunatics whose recovery
is hopeless, and that such patients are sent to their native country.
Mr. Grote thereupon had this insane woman sent home at
the expense of the Consulate, but declined to pay the amount
claimed
for her expenses until
he had communicated with
his Government.
I am satisfied that
